POLB had begun working with ACTI in 2006, according to Heather Tomley, POLB's director of environmental planning.
"It began with Metropolitan [Stevedore]," she said. POLB got involved and drew in the rest of the funding team. There were a series of refinements. In 2013, POLB approved a little more than $2 million for a demonstration project, using a competitive two-fold selection process: a request for information followed by a request for proposal. POLA participated more actively in the early stages, Tomley noted. Only ACTI and Tonsich's company were in the final running, and POLB selected ACTI. In October, the California Air Resources Board gave final approval to ACTI's system for container ships. "Our next phase of testing is for other classes of ships," Tomley said.

Heather Tomley Heather Tomley Director of Environmental Planning Heather Tomley is the Director of Environmental Planning for the Port of Long Beach, California, reporting to Managing Director of Planning and Environmental Affairs Richard D. Cameron. She joined the Port in 2005 as an Environmental Planning Associate, was promoted to Environmental Specialist and then Senior Environmental Specialist in 2006 and Assistant Director in 2008. She was named to her current post as Director in February 2014 by the Long Beach Board of Harbor Commissioners, the Port's five-member governing body. As Director of Environmental Planning, she leads the Division most directly responsible for the Port's signature environmental programs, the Green Port Policy, and the San Pedro Bay Ports Clean Air Action Plan. Under the 2005 Green Port Policy, the division coordinates programs to improve air, water and soil quality, preserve wildlife habitat and integrate sustainability into Port practices. As Assistant Director, Ms. Tomley managed the Port's air quality and water quality improvement programs and co-wrote the 2006 San Pedro Bay Port's Clean Air Action Plan (CAAP) and its 2010 update. She implemented a variety of CAAP programs including developing and implementing the Technology Advancement Program (TAP), developing the Vessel Main Engine Fuel Incentive Program, and designing the Port's Air Quality Monitoring Program. In addition, she assisted with development of the Clean Trucks Program and the annual Port-wide Emissions Inventory. She also provided oversight and development of the Water Resources Action Plan (WRAP) for the San Pedro Bay Ports. She is actively involved with public outreach about the Port's environmental programs including developing messaging, participating in media interviews, public forums and website development. Before coming to Long Beach, she served as a Project Scientist with SCS Engineers (2004-2005) following five years (1999 to 2004) as an Air Quality Specialist for the San Luis Obispo County (CA) Air Pollution Control District, where she received two staff recognition awards for her work. Ms. Tomley earned her Bachelor of Science degree in Chemistry (1994) and a minor degree in Psychology (1993) from California Polytechnic State University, San Luis Obispo, and her Master of Science degree (1999) in Environmental Science from the University of North Carolina at Chapel Hill.
