Dr. Paskin is President of Decision Logic, Inc., an Annapolis-based management consulting firm.He also serves as Senior Associate for Strategic Planning and Business Development at MAPP Associates. Dr. Paskin has over 38 years' of industrial and government experience.During a distinguished 22 year career in the U.S. Air Force, he attained the rank of Colonel, and was responsible for managing multi-million dollar technology development programs.He received special recognition for developing the multi-staged improvement plan for the F-16 fighter (a cost-saving model subsequently used in other major systems acquisitions).He was also recognized for developing and implementing the co-production of the F-5 aircraft by U.S. and Taiwanese firms, and for overseeing development of a major system for the Republic of China Air Force. Upon retiring from the Air Force, Dr. Paskin joined the Westinghouse Electronic Systems Group (now Northrop Grumman).
He held positions in program, engineering, and marketing management, business development, and strategic planning.He developed the prospectus for the sale of Westinghouse Electronics to Northrop Grumman,
and he subsequently
Northrop Grumman in anti-trust activities with the Department of Justice during the attempted merger with Lockheed Martin in 1998. Dr. Paskin retired from Northrop Grumman as the Director of Strategic Planning and became an independent consultant.Among his most recent engagements, he has helped Volvo Penta develop a strategy for re-entering the industrial diesel engine market in North America; he has assisted IT Corporation's senior management in evaluating how best to take advantage of e-business and Internet technology; and he has conducted strategic audits of four subsidiaries for the Cubic Corporation. Dr. Paskin received his BSEE from New York University and his MS in electrical engineering and Ph.D. in mathematics from the Air Force Institute of Technology.He has had extensive experience in conducting strategic audits, developing strategic and business plans, and dealing with government agencies.He has traveled extensively in Europe and the Middle and Far East during his career.He is an accomplished lecturer, having made presentations at the NATO Aerospace Group on Research and Development and the Institute for International Research.He excels at facilitating group interactions and is trained in the use of Aliah Think!®, a decision aid featured in the May, 1999 edition of Fortune magazine.
