"It's increased in popularity," Newburyport Inspector Harrison Whitney said."If you develop a habit ... you've got to do something to get money," Whitney said.While addicts may not want to confront anyone, Whitney said, there is a correlation between heroin use and violent crime. "We have not seen a rise, but I would add to that that we need to be vigilant to stay on top of it," Whitney said.Parents should take the lead in educating their children about drug abuse, Whitney said, and they need to watch for signs that their kids are using heroin."Know who your kids are hanging out with, look for changes in habits and changes in hygiene," Whitney said.But the hardest part of stopping heroin abuse is figuring out why it's become so prevalent despite its history of addiction and death, Whitney said."I don't know ... it's cheaper; they enjoy the high," he said.

Following a police investigation, Inspector Harrison Whitney Jr. and officer Jason Kohan arrested on Monday Andrew W. Packer, 19, of 57 Bromfield St., Newburyport, while the suspect was working at Dunkin Donuts in Port Plaza.
"A witness came forward and identified the suspect," Whitney said. "They led us to another witness who corroborated everything. We went up and spoke to the suspect, and he gave us a statement and admitted to everything." Whitney said the Police Department's teamwork led to the speedy end to the investigation. "We were fortunate to get on this right away and bring Mr. Packer to justice," Whitney said. "He acted alone, but there were other people there," Whitney said of Newburyport High School students who were present. Whitney said following the incident on Friday, the Police Department also received a variety of anonymous tips. Packer was mentioned more than once, Whitney said. "You would be surprised how many witnesses there can be," Whitney said.
