BATON ROUGE – Today, Governor-Elect Bobby Jindal announced that Harold Leggett, PhD, will serve as Secretary of the Louisiana Department of Environmental Quality.
Harold Leggett, PhD, has served as the Assistant Secretary of the Louisiana Department of Environmental Quality since 2004, overseeing environmental compliance of regulated facilities, audits and surveillance of facilities across the state.Leggett also works to develop new regulations and environmental policies.
Previously, Leggett served as an environmental engineer for Gulf South Pipeline Company in Covington.He also served as a senior manager of HLA, an environmental consulting company in Zachary, coordinating environmental services, regulatory and compliance activities for five years.Leggett also formerly worked for the Georgia-Pacific Corporation for nine years, serving as a manager for compliance and technology, an environmental specialist, and a senior environmental engineer while at the company.
Additionally, Leggett has previously served as a program manager for Gulf Engineers and Consultants in Baton Rouge, a biologist for the Gulf South Research Institute, an environmental program specialist for the Louisiana Department of Environmental Quality, and a biologist for the Louisiana Department of Wildlife and Fisheries.
Leggett has also served on several statewide LDEQ regulation development work groups, and is a former elected school board member and past president of the Zachary Community School Board. Leggett has a bachelor’s of science in agriculture and a master’s deree in biology from Southeastern Louisiana University; and a doctorate from the University of Southern Mississippi. 1/4/2008
