Qualifications:
Mr. Shulman joined Mental Health Network (MHNet) in January 2000.As the National Director of Account Management, he is responsible for the coordination of all regional accounts ensuring consistent quality and service to all of our clients.His position allows him to act as a liaison between the plan and MHNet's corporate and regional staff to analyze and design work plans that can address the individual needs of our clients.
Work Experience:
Mr. Shulman began his career in the managed behavioral health care industry over 15 years ago as counselor for the University of California Davis Medical Center.From that position he advanced to a psychiatric aide position with Charter Hospital of Long Beach.Utilizing his experiences with various medical centers in California, Mr. Shulman was quickly able to advance into a management position and coordinate his own practice as a marriage counselor.
Before his arrival at MHNet in January of 2000, Mr. Shulman was the Director of Business Development and Account Management for Community Psychiatric Centers.His position there concentrated on contract negotiations and management as well as recruitment, training and supervision of clinical, credentialing and claims department staff.Mr. Shulman was also a senior regional account manager with Comprehensive Behavioral Care in Austin, Texas.
While working with CompCare, Mr. Shulman gained valuable experience with and knowledge of Texas HMO health plans and Medicaid programs.He has created numerous project plans including NCQA readiness programs, URAC application processes and others.
Education:
Mr. Shulman received his M.A. in counseling psychology at Pepperdine University in 1988.He received his Bachelor of Arts from the University of California in 1986, majoring in psychology.

Mr. Shulman joined Cenpatico Behavioral Health, LLC (CBH) in May 2003 as the Executive Director of CBH's National Service Center (NSC) in Austin, Texas.In this role, he had responsibility for the center's overall function and management including the Member Services, Utilization Management, Provider Relations, Network Development, Credentialing, Quality Improvement and Reporting.In addition, he was responsible for the global management, oversight and coordination of all CBH's Service Center accounts including ensuring consistent quality and service to all CBH clients.In December, 2004, Mr. Shulman moved into the position of Account Management Executive for CBH.In this role, he performs duties as chief liaison between CBH and all Centene health plans to manage a complex assigned book of business for Cenpatico's services.
Prior to joining CBH, Mr. Shulman served for more than four years as the National Director of Account Management and Client Services for Mental Health Network, Inc. where he managed over two million lives nationally.Previously, he was the Regional Account Manager for Comprehensive Behavioral Care, where he had responsibility for the administration of the company's managed Medicaid, SCHIP and SSI populations throughout the state of Texas.
Mr. Shulman has more than 18 years of experience in the behavioral healthcare industry.His expertise spans areas of private practice as a licensed clinician, health psychology, to operational and senior management roles with large behavioral healthcare organizations.Mr. Shulman received his Masters degree in Counseling Psychology from Pepperdine University.He completed his APA Accredited, pre-doctoral internship in Health Psychology while at Children's Hospital of Orange County, CA.
