"What this says is that someone is going to be out there watching and you can't sell to minors," said Greg Oliva, chief of policy for the tobacco control section of the state Department of Health Services.
Since 1891, California has outlawed the sale of tobacco products to anyone younger than 18.
"The problem is, it wasn't really enforced because there just wasn't the resources," Oliva said.
None of the state laws, however, provided money for close monitoring of the state's estimated 41,000 tobacco retailers, Oliva said.
"The bottom line is commerce. If they lose the right to sell tobacco for three months, this will be taken seriously," he said.
