On Friday, though, Greg Eyerly, the city's flood-recovery director, said the wrecking ball has been put on hold, for now.

Eyerly reported that historic preservation specialists at both FEMA and the State Historical Society of Iowa have concluded that the downtown parkade is a historically significant structure eligible for listing on the National Register of Historic Places at both the state and local level.
In part, the parkade qualifies for such standing because of its "unique spiral exit ramp" that "provides a stunning visual impact on the east bank of the Cedar River," concludes Jeff Carr, a lead FEMA historic preservation specialist in Iowa, in a letter sent to Eyerly.

Eyerly said the historic finding does not mean that the ramp can't be demolished. But he said the finding could delay the demolition, which had been planned for December, as the city works out a memorandum of agreement with FEMA. Such an agreement likely will qualify the city for FEMA funds to use to support some other historic preservation activity in the city, he said.
As far as Eyerly knew, no one has raised the question of saving the parkade because of its historical and architectural features. However, Alliant Energy, with its office tower across the street, has wanted to keep the ramp in place for its convenient parking, he said.
In fact, in a letter this month to City Hall, Alliant Energy has asked the city to convert the spot into a temporary surface parking lot after the parkade demolition occurs. Eyerly put the cost of such a lot, with 60 to 65 parking spaces, at about $500,000.
Eyerly said the new historic status for the parkade hasn't changed the thinking at City Hall. He said the parkade has outlived its 40-year life span and it has maintenance issues that are not "cost-effective" to repair. He added that the city intends to re-evaluate the structure in the weeks ahead to make sure it is structurally sound enough to continue to have parking for now on its first floor.
Eyerly said FEMA's plan has been to provide the city with $1.2 million for use on an alternative project because the flood-damaged parkade won't be reused. The cost of demolition, estimated at $680,000, will be subtracted from that amount, he said.
Eyerly said the demolition is challenging because the helix or corkscrew-shaped exit ramp is embedded in the flood wall at that spot.
The exit ramp, he joked, might find a new home somewhere in a skateboard park.

On Tuesday, the Cedar Rapids City Council, Eyerly noted, will discuss on Tuesday what to do with the space where the parkade now stands once it is demolished. A temporary surface parking lot is one option, he said.
