Ginger Kutsch, a volunteer advocacy specialist with The Seeing Eye, and who is blind, said she and her dog were attacked in Arizona in 2002 by a leashed dog that escaped its owner.
"It was really quick ... the dog was attacking my dog," Kutsch
They can't see, and therefore avoid, a dog that might be approaching, and they can't run away safely should they or their dog be attacked by another animal, Kutsch
said of the blind.
hopes the bill under consideration in Trenton be strengthened to better protect service animals and their handlers.
