George Stanley, a partner with development company Stanley Shield LLC, said he set out to create commercial condos below the Campbell Garage Lofts that were affordable for small-business owners.

He is giving the owners of his building's commercial spaces a 50 percent discount on the condo's association fees.
"I did that with the specific intention of trying to attract small business and really make it viable," he said.
Stanley, a Richmond resident, said office condos have sold well in Richmond, where he also has developed apartment and condo units in historic buildings.He said commercial space defines these mixed-use projects and makes them "dynamic."
