Techcon president George Parker said his crews are working overtime to finish the job, but the city has dragged its feet on approvals and decisions for items like light poles and roof drains.
"The city is pointing fingers at what we have not done, but they have dropped the ball as well," Parker said.

In an April letter to the city, Parker said the storm-drain pipes were delivered three weeks late and bad weather affected work.He also said operations were delayed because workers didn't have an area close to the work site where they could receive and pre-assemble materials.
