Techcon's George Parker says his role is to ensure minority participation in the project and to manage all the subcontractors.
"And we are required to put supervision in place for safety and quality control." Additionally, he says, "I make every effort to bring in small, minority businesses and small disadvantaged businesses and suppliers. A graduate of Norfolk State University with a degree in building construction technology, Parker says the management team is "a very good marriage. Turner is an international company that has built lots of convention centers; Sussex Development had worked with Turner previously, and we knew who we could go to for good subs." Parker says the convention center "design concept is totally different. No building in this area is close to what that building will look like." The most rewarding aspect of working on the project has been the exposure and experience. "It's a once-in-a-lifetime opportunity. It's one of those projects that all employees and the city will be proud of for years to come. It will be a showcase convention center for the East Coast," Parker says.

Techcon president George Parker said his crews are working overtime to finish the job, but the city has dragged its feet on approvals and decisions for items like light poles and roof drains."The city is pointing fingers at what we have not done, but they have dropped the ball as well," Parker said.In an April letter to the city, Parker said the storm-drain pipes were delivered three weeks late and bad weather affected work.He also said operations were delayed because workers didn't have an area close to the work site where they could receive and pre-assemble materials. The city said those were illegitimate excuses.Parker said he is working on a revised completion date.He said the final coat of asphalt will be laid on Prince George Street the week of July 12.
