Back in the 1990s before George Kelgren founded Kel Tec CNC in Cocoa, Florida in 1995, he ran a similar company Grendel Firearms, which had a short but interesting seven year run in nearby Rockledge.
With that being said, you shouldn't be surprised that GK, with his brand new company, chose to use off-the-shelf Sako L579 A-II (A2) actions, a refined design that was introduced in 1985, to build his new rifles from.

When I first saw the PMR-30 at the SHOT Show, I asked KEL-TEC's President, George Kelgren, about ammunition.
Mr. Kelgren told me that the pistol runs better with "good" ammunition, i.e., new .22 WMR ammo made in the U.S.A., but it will also work with .22 WMR ammo of lesser quality, i.e., such ammunition that is not so new.

The thing is, the man behind Grendel was George Kellgren, who's now owner and Chief Engineer of Kel-Tec (note portions of his last name in the names of the two companies), so I don't think we can really call it a rip-off.
You see back in the day ...
You see back in the day George Kellgren, founder, and owner of Kel Tec, ran a precursor company by the name of Grendel-- and one of his neatest guns was the P-30.
The entire line closed after just five years when Kellgren
pulled the plug on Grendel
and moved into his
new Kel Tec project.
