In the coming weeks, OJA Director Christian will be meeting with OPEA and COJC staff to discuss the progress of improvements at the facility.

"Those two incidents (at COJC) have brought to light that we need to investigate escalating violence in institutions... and we haven't been able to do that in the past," said Gene Christian, executive director of the OJA.

Christian says the issues are deeply rooted in the juvenile system. He denied the closure of the Rader Center is the reason behind the rise in violence.
"It's driven by the fact that we continue to kick this can down the road," he said. "It's time to quit kicking and settle it."
Christian says action must be taken now, to keep the youth, staff and public safe.
"Because now we are to the point where staff and youth are being harmed again, and we think we can do a better job," Christian said.
