Although many of the FDA systems used to track foreign food shipped to the U.S. have been in place for years, Gary Washington, the FDA's chief IT architect, said the agency is focusing on an effort to upgrade and integrate all nationwide food-tracking and security systems, and eventually introduce new information-sharing capabilities.
So far, the FDA has completed a $16.5 million Java-based Web portal project that uses an Oracle database running on Unix servers.Known as the FDA's Unified Registration Listing System, it allows the agency to track and monitor activities at more than 200,000 food processing facilities nationwide.And although no specific technologies or processes have been identified yet, Washington said there are plans to develop an automated screening system for the entire food supply chain.
"We're also looking to target specific [food] imports based on historical data" that will be mined for trends, said Washington.A new data warehouse, which has not yet been designed, will enable better data integration.And new ad hoc reporting tools are being considered to support critical decision-making, he said.
"We're looking at going to a complete Java architecture," he said."But we're still working on a technology road map to upgrade existing legacy technologies.Although enterprise architecture is relatively new to the FDA, we're putting performance measures in place now and plan to use the architecture to [upgrade] in an organized fashion."
Washington couldn't say how much money would be dedicated to the entire effort.

Gary Washington IT Program Manager, National Security Professional Development Integration Office The NSPD IO is a new office in the Department of Defense. Gary is a detaille to the NSPD IO and he performs duties as the IT program manager. He has developed and implemented the infrastructure to support a web portal designed to provide online certification for National Security Professionals. He is responsible for the oversight and task management of all engineering and security aspects of the system lifecycle phases. He is performing duties as the subject matter expert on technology principles, concepts, methods, and practices. The NSPD IO is supported by DOD and reports directly to the Deputy Director of Management and Budget at OMB
Gary is the Deputy Director of Infrastructure at the Food and Drug Administration. He leads a large infrastructure division which includes networks, telecommunications, servers, and storage and enterprise solutions. As FDA Chief Enterprise Architect, Gary was responsible for instituting an Enterprise Architecture (EA) program that aligns the business of FDA with information technology (IT). As Director of the IT Governance Staff he was responsible for the integration of Capital Planning and Investment Control (CPIC), Project Management and EA. Gary most recently He has led the effort to make the current architecture available to everyone in FDA.
Gary has represented the Federal Health Architecture (FHA) program as the Co-Lead on the Food Safety Workgroup with colleagues from FDA, DHS, VA, FDA, DOD and USDA. Under his leadership the Food Safety Workgroup created and proposed a national strategy for sharing establishment data on food imports. Gary also took a leadership role in National Health Information Network requirements phase.
At the Department of Health and Human Services, Gary was a System Architect. He implemented the Enterprise Information Management System which automated detection and reporting capabilities. Gary also managed and implemented a department IT asset inventory system. Gary established and managed two enterprise license agreements which saved HHS $32 million. He has received special act awards for his public service.
He has extensive experience in the planning and implementing enterprise IT systems as exhibited in his tenure at the Bureau of Alcohol, Tobacco and Firearms as the service manager for the first SEAT management implementation. Gary also supported the Reinvention of Government by supporting the Office of Business Innovations in the Dept of Treasury.
Gary also participates in additional public service activities such as speaking and teaching. He teaches EA Governance and Organization at the United States Department of Agriculture Graduate School. Gary also speaks periodically at the National Defense University on Governance and Enterprise Architecture. He is a 2006 IAC past partner. He is a member of the Chief Architect Forum and an advisor to the EA SIG. He is also active in the AFFIRM.
Gary has twenty years experience in the government. Gary has served 10 years in the U.S. Air Force and ten years in public service. He has served at HHS, Dept of Treasury, ATF, FDA. He has five years experience in private industry. He has Bachelors in Business Administration from Strayer University, Masters Certificate in Project Management from George Washington University School of Business, and is a Federal Executive Institute graduate. He also has additional education in graduate studies.
Gary resides in Washington D.C. area. He has 3 children. Gary enjoys teaching, mentoring future senior managers, ballroom dancing and exercise.

As a native son of the Mid-Atlantic, Gary Washington, who serves as the Chief Architect of the FDA, has the DNA to make a success of his position. Raised in Southeast Washington DC, Gary joined the Air Force right out of high school and spent ten years immersed in networks, mainframes and databases.
Control systems and the U.S. Air Force NCO Leadership School. After leaving the Air Force, Gary then went on to a 6-year stint in the private sector followed by a return to the Federal Government.
