Gary Meden said USACE's goal for all Districts is to contract about 30 to
40 percent of architecture and engineering (A&E) funds. e explained that the pace of disaster recovery efforts in New Orleans following Hurricane Katrina required MVD to contract approximately 70 percent of its A&E work. he Division is now back to contracting around 30 to 40 percent of its A&E work. Meden said MVR's contracting rate is closer to 10 to 20 percent, and will likely continue to have lower levels of contracted work in the foreseeable future. Deputy for Programs and Project Management US Army Corps of Engineers, Rock Island District Prior to working for the District, Meden worked as Chief, Project Management Branch, Europe District from 2002 through 2008. His other Corps experience is with the Louisville District and includes Project Manager, NASA Nuclear Reactor decommissioning; Chief, Base Realignment and Closure Section, Environmental Engineering Branch; Environmental Engineer; and Geotechnical Engineer. Meden earned his bachelor's of science degree from the U.S. Military Academy in West Point, N.Y. in 1978, and his master of science in civil engineering from the University of Illinois, Urbana, Ill. in 1984. He earned his master of business administration from Indiana University, New Albany, Ind. in 1997; and his master of strategic studies from the U.S. Army War College in 2002.
