Folks in the community are concerned about the cost of the project.
"There are several issues that are out are still out there...we're working with the city and we'll get them ironed out," says Ellingson
Issues such as whether a cap will be put on building expenses for the project, and a guarantee that human services will be moved back downtown.
No matter what the county board and city decide on, taxpayers are impacted the most.
"You're technically holding the taxpayers hostage because they're the ones who are ultimately going to have to pay the bill," says Ellingson
