Freddie Black, vice chairman for the Arkansas Game and Fish Commission, said the commission tabled the proposal because the 14 other states in the Mississippi Flyway Council are unwilling to ban spinning wing decoys. He said it would be unfair to require Arkansas duck hunters to make further sacrifices when other states in the council refuse to address the effects that spinning wing decoys might have on duck migration patterns and harvest patterns.

Banker Freddie Black of Lake Village, a commissioner with AGFC, pointed to the chief movers and shakers of the nursery pond project.Stanley Welty's land leveling operation deals with preparing agricultural fields for rice farming.Modern technology in the form of laser-guided machines produce low levees surrounding land shaped for top efficiency in use of water.Ponds for growing catfish are another focus of the operation.Make the levees higher, the field larger and deeper, and you have a pond for raising crops of fish.
Actual construction of the nursery pond by the Welty and Bader firm took "a little over two days," Black reported.
