Bishop Fred Rubin is the pastor of Community Refuge Church in Manalapan, New Jersey.
He is a graduate of Eastside High School in Paterson, New Jersey. Bishop Rubin went on to complete his Bachelor's Degree in Sales Management at Bowling Green State University and a Masters of Arts in Teaching from Trenton State College (presently The College of New Jersey), and studied at the University of Hawaii. In addition, he served in the United States Army. His service in the army was during the Vietnam Era, in which he worked as an Occupational Therapy Assistant at the Tripler Army Medical Center in Honolulu, Hawaii. Prior to his entrance into the army, Bishop Rubin served one year as a VISTA (Volunteer In-Service To America) volunteer. Locally, Bishop Rubin was employed for 18 years in the Freehold Regional High School District. He is a certified Administrator, Principal, Counselor, and Teacher of the Handicapped in the state of New Jersey. He was a teacher and guidance counselor at Freehold Borough and Manalapan High schools. He formed and was the advisor to the "Black Awareness Club" at Manalapan High. Apart from the school system, he was the Community Housing Representative for Manalapan Township. During this time period, he worked within the New Jersey State Migrant Program. Bishop Rubin has been pastoring Community Refuge Church since 1974 and maintains numerous high levels of responsibilities in the Church of Our Lord Jesus Christ of the Apostolic Faith, Inc. He serves as the International Recording Secretary of the organization, Registrar and Instructor at the W.L. Bonner College, Assistant Pastor of Solomon's Temple in Detroit, Michigan, Diocesan Bishop of the Ecclesiastical Diocese of New Jersey, and is the co-coordinator of the "Lift Him Up Fellowship" conference held annually in East Brunswick, New Jersey. In 2003 Bishop Rubin created "Morning Reflections" an email ministry, which is distributed daily. Bishop Rubin has been married for 36 years to Theresa Rubin.

On Saturday, May 17, at 1:00 p.m., the New Jersey Vietnam Veterans' Memorial Foundation will host an oral-history discussion by Bishop Fred Rubin about his military experience in a program called, Hospital Care for G.I.s during the Vietnam Era: How Trauma Affects Futures.
his program will be held at the Vietnam Era Educational Center in Holmdel, NJ.Light refreshments will be provided by the Community Refuge Church, which is cosponsoring this event. Bishop Fred Rubin of Manalapan volunteered for one year as a VISTA (Volunteer In Service To America) prior to serving in the United States Army, as an Occupational Therapy Assistant stationed at the Tripler Army Medical Center in Honolulu, Hawaii, from Thanksgiving 1968 through January 1970.Tripler Army Medical Center was the headquarters of the Pacific Regional Medical Command of the armed forces administered by the United States Army. t was the largest military hospital in the Asian and Pacific Rim region.Army Specialist 5 Rubin helped in the treatment of patients that were wounded both physically and emotionally by the war. e recalls meeting regularly with dependents who were dealing with the absence of parents.Witnessing how, when a soldier becomes a casualty of war, so many are affected and have their plans for the future altered affected his own life and future plans. lthough he had a degree in Business Administration, he chose to enter the field of education and to continue helping others through spiritual ministry.Bishop Rubin's discussion will focus on the service he and his co-workers provided to the wartime wounded and the impact such combat trauma had on the patients, their family and friends, and on his own life. Today, Bishop Rubin is the pastor of Community Refuge Church in Manalapan. e was employed for 18 years in the Freehold Regional High School District, as a teacher and guidance counselor at Freehold Borough and Manalapan High Schools.
