said the Hornburgs who own the land , do owe the county years of back taxes , but the county does not want to take over the property for fear it would cost taxpayers tens of millions of dollars to clean up the mess , The challenge of the millions of tires at the Hornberg Tire Dump is something that is way beyond the ability of Chautauqua County to deal with.It would have to be a significant effort by the State of New York to deal with that challenge..
But officials said past efforts by the state to come up with a solution with the Hornburgs regarding the tire dump have been unsuccessful , leaving residents afraid they will have to live with the mess and the mosquitos for years to come.
The Hornburgs are not violating town zoning regulations because the town of Charlotte does not have any zoning laws or a junk ordinance.
