Mayor Bialecki reported, "It is the recommendation to reward a stipend to City Clerk Cari Burmaster as well as to Financial Services Director Fred Buehler in the amount of $1,500 each for the reasons that Cari has done an excellent job working two full time jobs being in on weekends and evenings serving as both City Clerk and Human Resources Director for three months.
And the case of Fred Buehler, same thing, he is a department of two up until recently and for a 2 ½ month period he did the same where there was a vacancy in his assistant's job, working two full time jobs.

Fred responded, "You've got to keep in mind that when we borrowed the money, a variety of things needed to happen.
Fred reported that the remaining funds - after all projects have been completed - would be approximately $120,000.Fred noted that outstanding items include the contractor punch list as well as direct-purchase items.
Fred reminded that the bond covenants require the City to commit each year an amount not to exceed $5,000 to maintain the structure.
Fred noted that in 2005 Stoney Creek Inn added an additional $930,000 of valuation; this was not expected.
Fred added that the Renal Dialysis facility project was not expected to begin until 2006.
Fred responded, "You've got to keep in mind, it's earning the best interest it can.
Ald. Gonczy requested that Fred provide a final accounting of the money in escrow, where that money would be used and when it can be applied to the loan.Fred stated that he would do so.
Fred reminded that the Development Agreement requires a detailed report to be generated each quarter.Fred stated that the Common Council members would receive copies of those reports.
Fred responded, "The dollars at the end of the year would be looked at in the Police Department budget itself.
Under discussion, Fred reminded that there had been a suggestion at the Finance & Personnel Committee meeting that Attorney Clark should be consulted to determine four hours would be sufficient to complete the work.
"And, I know Liz and Fred have always done a very good job of always making sure we're informed and coming into the audience and giving us handouts.
Under discussion, Fred noted that certain questions had been raised at the Administrative & Judiciary Committee meeting regarding this agreement.Fred asked the City Attorney if he had reviewed the items.
Fred reported that the old flagpole is approximately 15 feet from the intersection of Sand Lake Road and Main Street and is nearly hidden by trees.
Motion by Ald.
Gonczy, to direct Financial Services Director Fred Buehler to perform a cost-analysis regarding the cost-effectiveness of the City receiving online payments.
Olson, Fred reported that the charge to process a Visa transaction is a minimum of 3%.
Fred noted that the proper software would have to be in place in order for the City to accept online payments.Fred suggested that it would take six to eight months to get the software in place.

Fred noted that the documentation also includes a Warranty Deed, which will be recorded at the Register of Deeds and will show the City of Onalaska as owner of the land.

Now that cost, essentially the payment that will need to come from Bethany is $43,700, and I'll provide full documentation to Mr. Buehler for that as we proceed toward closing.
Fred indicated his issue is that he raised these concerns and thought he had raised them to the proper people, being the Mayor of Onalaska and the Chairman of the Finance and Personnel.
Amendment to the Motion by Ald.
Smith said, "I'd just like to address what Fred said, and Fred you're referring to the second study, and that is the study that we're saying we're not basing our actions."
Fred stated that he also referred to the first study when they had the conversation a month ago.
Ald. Oldani Wulf suggested that the Deputy Finance Director position be referred back to Finance & Personnel for further review as this has not been on the table before.
Mayor Bialecki said, "Let's take that to the next F & P, but if something is done at the next council meeting, it goes retro active to the effective date of existing employees and then I'd like, Fred, if you could find for me the Study 1, there's some things I'd like to look at in there too."
The area of contention, which Fred can correct me if I'm wrong, which I thought I stated it this way before, is that the people feel that job may have been assessed the wrong grade in the original study, is that correct, Fred?I have one more thing I want to say, but is that right or not right?"
Fred answered, "The fact is that there was a director and an HR Specialist which was truthfully, should not have been there.

Between the August and September meeting, Fred contacted me and said that he had the accurate numbers and those numbers came back basically at $22,807 as a savings to us.His comments basically were, If you want it - either use it or lose it.
In response to a question from Mayor Bialecki, Fred explained, "You and I received a notice from Baird quite late, I believe it was Friday afternoon, and we felt this was important enough to send right onto council because we couldn't afford to delay another month.
And so with respect to that and I have discussed this with Fred in the past, but I think - and that's why this agenda was specifically written to not include that you're conferring with legal counsel".
