A review memorandum dated July 5, 2005 prepared by Frank Banisch, Township Planner, was reviewed.

(a) Master Plan Implementation Issues - Mr. Banisch discussed his July 7, 2005 memorandum to the board which summarized the discussions regarding Pottersville VN Zoning in an effort to advise whether the Township Committee would favorably consider the proposed VN-3 amendment for the Pottersville area which reflects the proposed changes to the zone name and Section 13-405.1 - Principal Permitted Uses on the Land and in Buildings.A "draft" amendment will be attached to a cover memo to be forwarded to the Township Committee for their comments.
(b) 2005 Somerset County Municipal Planning Partnership Grant Proposal - Mr. Banisch discussed his July 7, 2005 memorandum to the board which recommended the Township apply for a matching grant to prepare a Riparian Health Assessment and Water Resource Evaluation using GIS.
Mr. Banisch commented that this is an appropriate follow-on-project to the Planning Management System of targets and indicators that was also developed through a Somerset County MPP grant.
Mr. Banisch gave a brief summary of the proposed project including a Riparian Health Assessment and a Water Resource Evaluation System.
Mr. Banisch informed the board he has discussed this project with Somerset County Planning staff who expressed interest in these tools for use in Bedminster as well as serving as a model for other municipalities.
Chairman Henderson directed the Board Administrator forward Mr. Banisch's memorandum to Mayor Mesko and the Township Committee for their review and consideration and written comments back to the board.A cover memo should note that the proposed grant proposal was unanimously approved by all five board members present.
(c) Spending Plan/COAH
Mr. Banisch distributed his July 1, 2005 memorandum to the board which discusses options for the Township's spending plan.He asked each member to review the memo for a further discussion at the August meeting.
