Francine Parker, Executive Director, is best described as a trusted, forthright leader, relationship builder and innovative thinker with a clear strategic vision. She is respected for her work ethic, data-driven decision-making, decisiveness and high performance standards.
Ms. Parker has nearly 40 years of career experience in the health care arena-starting in 1971 at Blue Cross Blue Shield of Michigan. In 1979, she began her illustrious career at Health Alliance Plan (HAP) as one of 14 original employees. She worked her way through the ranks of various positions until 2004; when she was named President and Chief Executive Officer of HAP and Senior Vice President of Insurance-Purchaser relations for Henry Ford Health System. Her focus on profitable growth, national strategic alliances, product innovation, lower-cost structure, service excellence, quality care, and talent management created revenue generation exceeding $2 billion; a 3-year goal, she accomplished within two years. She retired from HAP in 2008 and was asked to lead the implementation efforts to establish the UAW Retiree Medical Benefits Trust. Today, she is the Executive Director of the 875,000 member Trust; the largest purchaser of retiree health care in the United States.
Ms. Parker is known and respected as a straight-shooter. Her words are founded on ethics, honesty and integrity. She has received numerous awards and accolades throughout her career; including "Forty under 40" and twice named among "100 Influential Business Women" by Crain's Detroit Business.
She is on the Board of Trustees for Dana VEBA and the Board of Regents for Eastern Michigan University.

DETROIT, March 12 /PRNewswire/ -- Francine Parker has been appointed the new president and chief executive officer of Health Alliance Plan (HAP), and senior vice president of Insurance/Purchaser Relations for Henry Ford Health System.Her appointment is effective immediately.HAP is southeast Michigan's leading health care provider, serving more than 2,800 employer groups and 540,000 members.The plan offers 2,000 personal care physicians and nearly 4,000 specialists to its members.HAP is a subsidiary of Henry Ford Health System.Parker was recently interim president and CEO, replacing Cleve Killingsworth, Jr. who joined the Blue Cross-Blue Shield Plan in Massachusetts late last year.
Parker became Senior Vice President and Chief Operating Officer of Health Alliance Plan in 1997.Her HAP career spans two decades, joining Health Alliance Plan in 1978 as one of 14 employees.Parker's accomplishments include focusing on the development of performance strategies for all corporate divisions; improving the health of members and the community through innovative customer service and quality programs and access to outstanding doctors and hospitals.She earned her bachelor's degree in business from Sienna Heights University and is a graduate of Leadership at the Peak, a prestigious executive education program offered through the Center for Creative Leadership in Colorado.Parker received the Michigan Association of Health Plans Ellis J.
