has also been closely involved with intellectual property and Internet related policies.He is a Senior Member of the IEEE and was President of the Licensing Executive Society (LES-Spain) from 1983-90.Mr. Triana was Secretary General of Industrial Promotion and Technology in the Spanish Ministry of Industry and Energy (1990-94), with particular responsibilities for inward investment, innovation, small and medium-sized enterprises, and research and development.He

Mr. Triana was originally suggested as a possible candidate by various Europeans who were aware that he would, on September 1, 1998, be leaving his post with the European Commission.
Sometime after that time, he was asked by various people who participate in European and Spanish associations dealing with information technology and telecommunications whether he would be interested in serving on the board of a new non-profit organization intended to have some Internet management responsibilities.
