According to Investment Secretary Esther Koimett, the new company will be created by hiving down all the operating assets belonging to De La Rue Currency and Security Print Kenya that has been operating in the country since 1992.Â
The transfer of assets from De La Rue Currency and Security Print Kenya into De La Rue EPZ Kenya Limited will be initiated under the Transfer of Business Act Cap 500 and will involve the government buying 40 percent of the new company. That transfer of assets is a condition precedent to the Treasury Permanent Secretary signing the share sale and purchase agreement.

Esther Koimett is currently the Investment Secretary in the Ministry of Finance, Kenya. She has oversight responsibility for Government investments & public enterprise reforms in Kenya. Until the coming into effect of the Privatization Act in 2008 she had overall responsibility for the implementation of Kenya's privatization programme during which time she presided over a number of privatization transactions including the concessioning of the operations of Kenya Railways which was a joint concession with the Ugandan Railways. She also spearheaded the subsequent restructuring of the concession. Further, she spearheaded the development of the country's PPP Framework which formed the basis for the establishment of a PPP Unit in the Ministry of Finance and the hiring of a substantive PPP Director to take the programme forward.
She holds a Bachelor of Commerce degree and an MBA from the University of Nairobi. She has previously served as Kenya's Permanent Secretary in the Ministry of Tourism & Broadcasting and as the Managing Director, Kenya Post Office Savings Bank.
