Credit analysts look at a declining ...

Credit analysts look at a declining fund balance and reason that if the trend doesn't stop, the fund eventually could reach zero, said Eric Heringer, managing director at the Boise office of Piper Jaffray, the investment firm that underwrites the district's bonds.

Money to repay bonds doesn't come from the district's reserve account, but investors see it as a cushion that could help the district meet a bond payment if something goes awry with property tax collections.
West Ada's rating dropped from Aa2 to Aa3, which means it is still considered to have "excellent" credit, but is creeping toward "good," Heringer said.
District officials say they don't know how much the downgraded rating may cost taxpayers.
If the district wins approval to sell 20-year bonds, it will enter a market with low interest rates and strong supply and demand, Heringer said.
