was sent to Mindanao at the height of the MNLF rebellion as part of the 541st PC Company
.Since then he
has been to various parts of the country as a soldier in the service of peace and democracy. He has been assigned to work in the various units of the AFP and the PNP which include serving in the capacity of Chief Dir. Staff of the PNP Special Action Forces HQ in Bicutan and the Deputy Regional Dir. of Region4 MiMaRoPa.He is currently the Director of the Police National Training Institute based in Camp Vicente Lim in Canlubang and is responsible for training cadets of the PNP nationwide. He
has been part of the Philippine contingents who went to Cambodia and East Timor as part of the U.N. Peace Keeping Forces.In Cambodia he was Deputy Commander whose tour lasted from the 17th of February 1992 to the 1st of October 1993.
And, in East Timor he
was designated as the Contingent Commander.He
was leading fellow Filipino soldiers in a noble mission, which is to maintain peace in a country who was tasting their very first elections.For almost more than a year, from August 1999 to September 2001, the Philippine forces maintained their presence in this foreign land to usher one of East Timor's historical milestone.
That is only a speck of what he
has given back to our society.Though this man can already boast of an achievement filled career, he
went further and chose to be a Kiwanian.It was during his
assignment in Albay back in 1981 that he
first joined Kiwanis
as a charter member of the Kiwanis Club of Bulkan Mayon.
It is also noteworthy how this man has taken his
being a Kiwanian to heart.In a job where being physically relocated every so often is part and parcel, General Carta
with the support of his
wife Kiwanette Annie and their four sons, succeeded in making a home in every post.They have kept themselves within the club's embrace.When he relocated to Biñan, Laguna, he joined KC Golden City.
And when the club ceased to exist… it was not in his
character to fade away with it.Instead he
stood as one of the charter members of KC Biñan Royale… continuously making his
humble contributions to the greater Kiwanis.
