BAGUIO City Councilor Elmer Datuin has been appointed as national chairman of the Philippines Councilors League effective July 1.Datuin will replace Paranaque City Councilor Alma Moreno who ran as senator during the last elections where he also held the same post from 2004 to 2007.
As head of the 18,000-strong organization, Datuin initiated the PCL legislative award for outstanding councilors and legislative body and the continuing mandatory legislative education for all councilors which led to the creation of the PCL Legislative Academy in partnership with various educational institutions in the country.
His appointment was handed down during the PCL convention held June 13 at Cagayan de Oro.
For his new term, Datuin said he will continue the programs of the PCL to spur development in the country through local legislative support and to enhance the capability of councilors in countryside development.
"We will also fully support the administration of President Rodrigo Duterte in his fight against criminality and corruption particularly the drug problem and also be an active participant in the constitutional amendment for the shift to federalism as a form of government," Datuin said.
"I will bring with me my wisdom and expertise as a former national chairman of PCL and I will also take this opportunity to promote the city of Baguio as a favorite tourism destination in my travels as I bring my message of change in the coming Duterte administration to all councilors in the country as part of my job," he said. BAGUIO CITY – Councilor Elmer Datuin has been elected as national chairman of the Philippine Councilors League (PCL).
This is the first time that a legislator from the city will hold the top position of the 18,000-member league.
Datuin who was appointed twice as interim national chair of the said organization bested candidates from other parts of the country during the election held during the 6th PCL National Congress at the World Trade Center in Pasay City. The congress was attended by all city and municipal councilors in the land.
Datuin said his leadership thrust would be to continue providing benefits to all councilors and continue networking with different government agencies to help in the implementation of President Gloria Macapagal-Arroyo’s 10-point development agenda.
In terms of legislation, Datuin vowed to institute activities that will enable councilors to come up with better legislations, which will help eradicate poverty particularly on health, peace and order, environment and empowerment of local government units.
Datuin said that during his term as interim chairman, he continued PCL’s programs advocating transparency, accountability and thrusts to continue improving the welfare of the nation’s local legislators. He also spearheaded networking with other leagues and organizations to explore programs that will benefit the organization under the supervision of the Department of Interior and Local Government (DILG).He said he started the same programs when he first held the PCL chairmanship in 2001 and even when he was elected as national vice president for Luzon as his first PCL position.
The summit's main agenda was to determine what local policies are best suited for poor constituents, who are vulnerable to climate change, said Baguio Councilor Elmer Datuin, vice chair of the Philippine Councilors League (PCL).
According to Councilor Elmer Datuin, PCL vice chair, this is an important event as local legislators will come up with ordinances for their respective places to mitigate the effects of climate change.
The local legislators will be making laws and policies in their areas, which will be tasked to coordinate, monitor and evaluate the programs and action plans of the government relating to climate change, Datuin said.
This will have a multiplier effect where the participants will be promoting the city for tourism when they go home, Datuin, who is City Council tourism committee chairman, added. (Joseph B Zambrano)
Councilor Elmer Datuin, chairperson of the Baguio City Council committee on tourism, said the city officials were not officially informed of the AdBoard's decision and they learned about it in the broadsheet owned by this year's chairperson of the board.
Datuin said this development will not dampen the local government's resolve in promoting tourism.
On September, all members of the Philippine Councilors' League (PCL) will be in Baguio for a convention, said Datuin, concurrent vice chairperson of the PCL.
