Elizabeth is the COO of the Society of St Vincent de Paul's Disaster Services Division in Washington DC and has over 25 years of experience in leadership, governance and regulatory compliance. She is a former college administrator, Catholic Charities administrator, government contractor, and partner in a non-profit consulting firm. Currently she serves on the Society of St. Vincent de Paul's, National Disaster Committee, and the NVOAD Drought Task Force. Elizabeth was also elected as the Chair of the NVOAD Disaster Case Management Committee.
She has spoken at numerous conferences over the last decade on disaster recovery programs and during Hurricane Katrina she helped to coordinate St. Vincent de Paul's activities in 17 cities. She also served as president of the Texas VOAD and experienced 19 disasters during her tenure including Hurricane Ike, the Texas Wildfires and the West, TX Explosion. During the past 2 years she has overseen the activities of a number of federal, state and National VOAD partner grants in the area of Disaster Case Management for various disasters across the United States.

"At the beginning, people are kind of numb, but at 6 months reality sets in and families realize their home is gone or they have a major injury," said Elizabeth Disco-Shearer, the Society of St. Vincent de Paul Associate National Executive Director. "It's a very difficult time, and most of the time the agencies that have come in at the beginning of the disaster are gone."

United Way's fund provided about $17,800 apiece to the Society of St. Vincent de Paul and Lutheran Social Services to directly assist the people of West who were affected by the explosion. Elizabeth said her organization is using part of the money to pay for mental health services, prescriptions and other medical expenses when survivors lack insurance or other resources.
"This is a very hard stage. You see increased hypertension, maybe the onset of diabetes, because the stress is tremendous for families, especially during the holidays," she said. "The other thing we see is domestic violence. They are depressed, so they take it out on their family because they can't fix their situation."
The Society of St. Vincent de Paul helps families prepare a recovery plan that includes a budget and goals for the family over six months to a year. "This case management is crucial," Elizabeth said.
