Elaine obtained her initial designation as a professional immigration consultant in 2005 and qualified as a transitional consultant for the Immigration Consultants of Canada Regulatory Council in 2011 upon its creation under Canadian legislation.
Elaine worked in the International Trade Division of the Saskatchewan Government before moving to Immigration in the mid-1980's. She was a member of the initial Canada-Saskatchewan negotiating committee leading to the first-ever Canada-Saskatchewan Immigration Agreement signed in 1998. She was instrumental in designing and implementing the initial pilot project to establish the provincial nominee class for Saskatchewan.
Over the years, Elaine has been a member or served on a number of municipal, provincial and federal government committees as well as volunteered for community, health, and church organizations. Currently Elaine is a member of the Saskatchewan Chamber of Commerce (Member of the Human Resources Committee), Saskatchewan Trade and Export Partnership, and the North Saskatoon Business Association.
In July, 2003, Elaine established Burnett Immigration Services Inc. (formerly E.F. Burnett and Associates).
Elaine is a Notary Public for the Province of Saskatchewan.

Terrorist attacks in the last several years also make it difficult to bring people into the country, said Burnett.
Immigrants coming from certain countries have to go through rigorous background checks, as do the members of their extended family, even though they're not the ones coming to Canada.
"It just takes longer now," said Burnett.

However, Burnett said it's up to the community to make immigrants feel at home; otherwise they will leave Saskatchewan and go to places, like Alberta, where wages are higher.
