Ed Roberts has had a lifelong interest in the history of Newfoundland and Labrador. He was an MHA for 23 years, and served as the province's lieutenant-governor from 2002-2008. He can be reached by email at the following:

Ed Roberts was appointed as the Justice Minister and Attorney General of Newfoundland and Labrador by then premier Clyde Wells in February of 1992.
Roberts, who had to wait four months before getting elected, says the record in Canada is about six months. He says he did find it difficult at the time not to be able to answer questions on behalf of the department in the House of Assembly.
He says while he could speak to the media, our system of government is based on the principle that the men and women who serve in the House of Assembly answer to the conduct of government. He called not being able to do so 'unnatural'.
Roberts says while there are no written laws in Canada regarding an unelected member holding a ministerial portfolio, the convention is to seek election in a seat as soon as one becomes available.
Roberts says, in fact, that the convention in Canada, Newfoundland and England up until the 1920s was for back benchers to quit and seek re-election if they were appointed to cabinet for the first time.
