But Ed Merrill, environmental officer for Pompton Lakes, questions the wisdom of putting so many residential units in a flood plain.

"This particular area has sustained significant damage from floodwaters in past flooding events," he said."Partially as a result of that and because of other areas of proposed flood development, other municipalities have paid money to keep this flood plain free of development, especially high-density residential development."
He said Pompton Lakes has participated in the state Blue Acres buyout program, which buys houses in flood zones, knocks them down and turns the area into open space, creating additional flood plain..
"We've knocked down over 20 houses," Merrill said.
