"If we get that kind of money, we can reduce the rate of the people who have to hook on," authority manager Dwain Koser said.
Authority crews have installed more than 2,000 feet of pipe to start the 12.5-mile-long project, Koser said. By doing the work in-house, Koser hopes to reduce the project cost to closer to $4 million. "We've hired extra employees," Koser said.
