Duane is a Senior Advisor and subject-matter expert consultant with Manhattan Strategy. Duane focuses on providing technical assistance, training and evaluation services for schools and community organizations, and prepares grant proposals. He also facilitates community program self-assessments and conducts strategic planning sessions to help organizations implement continuous improvement process strategies. Duane has been a 21st CCLC Project Director and has provided external evaluation services at over 20 afterschool sites in five states. He facilitated regional 21st CCLC technical assistance workshops for the National Community Education Association (NCEA), the Charles Stewart Mott Foundation, and the U.S. Department of Education. In recent years Duane has lead NCEA Committees that have developed a Continuous Improvement Process for After School (CIPAS) and an After School Accreditation Process (ASAP).
Duane's experience in early childhood includes management of Water Babies and Early Childhood instructional programs, the creation and implementation of several Family Literacy Programs serving parents, pre-schoolers, and school-aged children, and the creation of an afterschool program including a Kindergarten component at the Laurens Central School District. Duane also has 30 years of community education experience. He is a past president of the NCEA and current co-chair of NCEA's Professional and Organizational Development Committee; past president and Executive Director of the New York Association for Continuing/Community Education (NYACCE); and facilitator for a South Carolina Coalition of 21st CCLCs. Duane served on the graduate faculty at the State University of New York (SUNY) at Oneonta and as Administrator of the Oneonta CE Center; Superintendent of a rural school district in Laurens, New York; and Director of Community Education and Development at Greece Central School District in Rochester, New York.
Duane received professional service awards from NCEA, NYACCE and community organizations. He holds a doctorate in Education degree from SUNY Albany and lives in South Carolina.
