Ambassador Silliman arrived in Iraq on September 1, 2016. He met with His Excellency Foreign Minister Ibrahim al-Jaafari and presented his credentials to His Excellency President Fuad Masum, who officially accepted Ambassador Silliman’s credentials on behalf of the Government of Iraq.
“I thank Ambassador Jones for his outstanding work in furthering the partnership between the United States and Iraq,� Ambassador Silliman said upon his arrival. “I look forward to continuing the U.S.-Iraqi strategic partnership and building new areas for cooperation between the American and Iraqi peoples.�

Ambassador Silliman, a career member of the U.S. Foreign Service, served as U.S. Ambassador to the State of Kuwait from 2014 to 2016. He was a Senior Advisor in the U.S. State Department’s Bureau of Near Eastern Affairs from 2013 to 2014 and from 2011 to 2013 served at the U.S. Embassy in Iraq, first as Minister-Counselor for Political Affairs and then as Deputy Chief of Mission.
Before serving in Iraq, he was Deputy Chief of Mission at the U.S. Embassy in Turkey from 2008 to 2011. Since joining the Foreign Service in 1984, Ambassador Silliman has also served at posts in Jordan, Haiti, Pakistan, Tunisia, and in the U.S State Department’s Bureau of Southern European Affairs.
Ambassador Silliman received a Bachelor of Arts degree from Baylor University and a Master of Arts degree from The George Washington University.
