Doug Carver, the Water Department's engineer, presented a proposal at the Greeneville Water Commission's meeting on Tuesday morning.
The commission did not act on the proposal.
The tricky part has been determining how to share service with other utility providers in the area, primarily the Old Knoxville Highway Utility District.
The utility district provides water to the Hal Henard Road area included in the annexation and is in the process of extending a new larger line to the John Deere
Power Products plant, according to Carver
On Tuesday night, Carver
attended a meeting of the utility district's board of directors.
said Wednesday afternoon that he
is working on a new proposal based on information gathered at Tuesday's meeting.
But, based on the low amount of estimated future revenue, Carver
said it would be best if the Water Department
could delay its services as long as possible.
will continue to work with the utility district until an agreement can be reached.

Prior to adjournment, Carver was named the Water Department's interim superintendent by the Water Commission.
