Doug Carver, the Water Department's engineer, presented a proposal at the Greeneville Water Commission's meeting on Tuesday morning.
The commission did not act on the proposal. The tricky part has been determining how to share service with other utility providers in the area, primarily the Old Knoxville Highway Utility District. The utility district provides water to the Hal Henard Road area included in the annexation and is in the process of extending a new larger line to the John Deere Power Products plant, according to Carver. On Tuesday night, Carver attended a meeting of the utility district's board of directors. Carver said Wednesday afternoon that he is working on a new proposal based on information gathered at Tuesday's meeting. But, based on the low amount of estimated future revenue, Carver said it would be best if the Water Department could delay its services as long as possible. Carver said he will continue to work with the utility district until an agreement can be reached. CARVER: INTERIM CHIEF Prior to adjournment, Carver was named the Water Department's interim superintendent by the Water Commission.

Doug Carver, the Water Commission's interim superintendent, was asked how many customers serving Tusculum would add.
Carver replied that about 400 customers potentially could be involved, paying an estimated total of $10,760 each month. Carver said that Tusculum's offer includes bearing the cost of upgrading the pump station. He said that, if an agreement is reached, a surcharge would have to be added to new customer bills for sewer service in Tusculum for a period of time, to cover the additional costs. Hull asked Carver about the financial aspects of the situation. "Financially, it would be good for us," Carver said. He noted that the Water Commission will be meeting again on July 23, and asked if any additional information will be needed then. Carver proposed that "our reply doesn't need to be 'yes' or 'no.' It could be 'yes, with stipulations." When asked to elaborate, Carver said Tusculum "has given quite a bit and already made certain concessions," as indicated in the letter.
