Donald M. Powers, a former title attorney who operated a title company near Cincinnati, participated in a scheme flipping properties with inflated values and was sentenced to 38 months in prison and 800 hours of community service. Powers pleaded guilty to tax evasion and making false statements on a loan application. The government alleged that $3.5 million in actual or intended losses were attributable to Power's role as closing agent and occasionally as a buyer. Other participants in the scheme reported to be sentenced soon include a retired school teacher, a former real estate broker, and the former wife of Mr. Powers. U.S. v.
