But those efforts should start with Dominick Jarnagin, an industrial pretreatment inspector with Mesa. Jarnagin
helped steer a handful of auto-repair shops through the Arizona Department of Environmental Quality
"Green Garage" program, a pilot effort that started in Mesa five years ago. Jarnagin
said given the time constraints in his
department, inspectors rely on businesses to come to them.
"Mesa's role in it has not been proactive due to the lack of inspectors and time and priority," Jarnagin
said."We're not going out and seeking businesses."
