"It is a minimal, sustaining budget," said Dennis Pool, OPS's top finance administrator.

"The meter starts when you start talking to them," said Dennis Pool, an OPS assistant superintendent.
Pool examines Baird Holm's monthly invoices and talks to OPS administrators if he thinks they are too quick to call the law firm. In one case, he said, a division head was asking a lawyer a question nearly every day. Pool said he put a stop to that. At the same time, he said, timely legal advice can protect taxpayers by heading off costly lawsuits or ensuring that a million-dollar contract is sound. "It doesn't take many lawsuits where you make a bad decision and it costs the taxpayers more money," he said. A relatively small in-house staff might have trouble taking on additional matters without disrupting its regular workload, Pool said, and it probably would lack some specialized expertise. "What's the price you pay for that? Pool said.

Dennis Pool, an assistant superintendent for OPS, said the bill proposes an interesting concept.
Although he didn't endorse the bill, he said tying TIF to all the affected governments' tax bases "changes the ballgame."
