Under the new agreement, Gear - representing the Republican-controlled House of Delegates - picked two candidates, Roe and Griffin.
Jones, Henderson-Stith, Griffin and Roe are expected in Richmond today for interviews with a courts committee.
The group also recommended promoting Jones to Circuit Court and Roe for juvenile court.
Speaking for his two choices - Roe and Griffin - Gear said: "You try to do what you think is best for Hampton, and I'm trying to go with who I feel is the best qualified."
If the new list of candidates all win seats, Hampton's courts will have seven whites and three blacks, and seven men and three women. (Roe and Griffin are white, while Henderson-Stith and Jones are black.)

At the hearing, Juvenile and Domestic Relations Judge Deborah S. Roe found sufficient evidence to move forward on capital murder and first-degree murder charges against Jordyn Charity, 16, of Hampton, who stands accused of killing 21-year-old Donivan Walker and 20-year-old Kenneth Jake Wilson, both of Hampton.

Roe also signed off on charges of carjacking, felony evading and eluding, possession of a firearm by a juvenile, and three counts of use of a gun in a felony.
