Early on the evening of Feb. 13, David Zaitz, chief executive officer at St. Vincent Hospital, found that his pager was going off.
He was headed to a scheduled meeting with his board of directors and Bentley Rayburn, a Fifth Congressional District candidate. Zaitz looked at his pager. The message said that the Lake County Commissioners had just declared a State of Emergency. He began to exit the meeting, explaining to Rayburn that he would have to make some calls to figure out what was going on.

But Rayburn offered to clarify the situation, since he had just watched the declaration at the Lake County Courthouse. (He had met with this reporter just prior to the BOCC meeting, and she had invited him to attend.) And so, says Zaitz, the visiting candidate explained to the CEO of the local hospital why his county was in a State of Emergency. At the end of the meeting, the group asked David Zaitz write a letter to the Board of County Commissioners to request a work session about the State of Emergency.
