David Umfreville, Prison Minister for the First Baptist Church of Dallas explained how the collected books and Bibles are delivered to prison wardens where the books are "shaken down" and checked for any contraband materials."We place the books in prison chaplains' libraries and inmates may check them out.Texas prisons have no money budgeted for religious material," he said.

Umfreville explained that one in four Texans are affected by the criminal justice system.
Garsee and Umfreville explained that 85,000 inmates are released in a year's time from federal, state, county and private facilities as well as juvenile facilities.
Umfreville commented on how local church people or "the frozen chosen" as inmates refer to them, have done little to respond to this group of people."Inmates complain that 'When we get out, you're not there,'" he said.
