"This industry has long been overdue for certification," says David Reynolds, the advisory board's chairman."The quality of the repair leaves a lot to be desired [among some body shops]."Reynolds, owner of New Century Auto Body in Johnston, describes the surprise expressed by a senior state official who always looks for the blue ASE seal when seeking mechanical repairs for his personal vehicles , he was amazed to discover that collision shops are lagging behind in embracing these types of competency-based designations.In Rhode Island, "if a plumber comes to your door he has to be certified," Reynolds points out, adding how collision repairer certification is necessary to ensure the safety of both the motoring public and the technicians themselves.The increasing complexity of today's vehicles, plus safety-related challenges such as air bags and the arrival of hybrids mandate the implementation of continuing industry standards."The new technology will require better training," he says.The reputation of the body shop industry is another issue, as a series of television news accounts have highlighted shoddy collision repairs and other questionable business practices.An industry-conducted investigation revealed similarly disappointing results, according to Reynolds. "We had done some ,wreck checks' in the past.We thought this [certification requirement] was necessary.It's long overdue to protect the consumers," he says.As the advisory board moves forward , a subcommittee has been appointed to actually author the proposed standards , experts from ASE (the National Institute for Automotive Service Excellence) and I-CAR (the Inter-Industry Conference on Auto Collision Repair) are being consulted along with instructors who teach collision repair at Rhode Island vocational schools."The standards are going to be done in increments to facilitate a smooth transition," Reynolds says.Structural repair and painting are key subjects of the process.It is likely that initially just one person at a shop will require certification to ensure that someone on the premises has an understanding of structural repair.Thus far there has not been widespread industry opposition to the certification efforts, according to Reynolds."Naturally, we're getting some resistance from some body shops," he says, mainly due to concerns over the potential costs involved with compliance.
