STEUBENVILLE - David E. Hindman II
and Jewette Toney, two political newcomers, are facing off May 2 for the Republican nomination for Jefferson County auditor.
, 53, of 3151 Sunset Blvd. attended Ohio University and Jefferson Community College
.Hindman is president and chief financial officer of World Radio Telecommunications.
Founded in 1991, it is a telecommunications company with offices in Steubenville, Marietta and Pittsburgh.Prior to that, Hindman
was employed with various telephone companies doing cable repair and cable splicing.He
also worked with his
father, the late David Hindman Sr., at Hindman Electronics.Hindman
said the county auditor has two "distinct and tremendous responsibilities" - to be a steward of Jefferson County finances, tax money, payroll, purchase orders and records; and data processing.He
has 15 years of experience in administering and managing staff, auditing and payroll of his
business, World Radio Telecommunications
.He said he also has 35 years of experience in the field of electronic, computer and telecommunications technology.Hindman
, as a vendor, has been involved in the design and implementation of the county's data processing system.
"The majority of our design suggestions were met with great resistance.The products were purchased from me as World Radio Telecommunications
but our data/software operational design suggestions were never implemented.My view, after 15 years, is one of great concern for the technology design and management of that platform," Hindman
also said he
wants to improve the county's Web site. Hindman
will require the county's property tax appraiser be chosen through competitive bidding, unlike the current selection.Hindman
will introduce "good stewardship and greater strength in serving the residents of Jefferson County from the auditor's office."Hindman
has asked for an opinion from the Ohio Ethics Commission
as to how his
election as county auditor will impact his
business dealings with the county.
"If the Ohio Ethics Commission
rules that my company must cease doing business in whole or in part, my company will cease doing business in whole or in part according to the letter of the law," Hindman
