"Insider trading is always important to the SEC but, when people are utilizing information that's coming from a major broker dealer, they are taking action that especially undermines the confidence of investors in the capital markets," David Frohlich, assistant director of enforcement at the Securities and Exchange Commission in Washington, D.C., said in an interview.
"Based on his financial statements and other documents submitted to SEC staff, the commission has agreed to waive the amounts," Frohlich said. "We do it (based) on an ability to pay." The settlement has not been finalized by the court. The Ontario Securities Commission assisted in the investigation, Frohlich said.
