Damian Ameen of ACC, a New Jersey company working for T-Mobile, told the Allentown residents that in five years they will see similar towers springing up "neighborhood by neighborhood."

Mr. Damian Ameen, Vice President of ACC, a telecommunications consulting company, made the following presentation.His company consults to all cellular company and to property owners on which towers and telecommunications facilities are built.He has a degree in Business Administration and an Engineering Degree from Rutgers in electronics and has been working in this field since 1981.His clients include Verizon, AT&T, Voice Stream, and Pacific Telephone.He does work nationally and internationally and has been focusing in Pennsylvania and New Jersey.He is specifically representing Voice Stream this evening.He indicated that they have been asked to acquire sites in Central New Jersey, South New Jersey and Pennsylvania where the service drops.He said that he pulls the ordinance and tax maps to see what might be involved in acquiring a certain area in a town.He said that before he actually drove the area, he determined that the Township property was in the area designated for acquisition.He said that after he read the ordinance and saw that it permitted cell towers, he received a letter from SBA indicating that they had a contract to build a tower and wanted to know if we had any interest.We followed up with them after our review of the area and we were told that they had some financial problems and were not going forward with some of their sites.He indicated that he spoke with the Township, obtained some information and forwarded a draft proposal which they all had in their possession.He said that this agreement was one that they had done in other places, but if the agreement that was made with SBA is available for his review, this may work as well.There would be no problem with co-location but he would need an identification of who they would be because the towers are designed for certain structural loading and he wants to make sure that it is designed for what the Township needs as well as his clients' needs.

Mr. Ameen said that one of the advantages was that this tower would be built by the actual user.

Mr. Ameen said that he has built towers that look like trees, silos, church towers, etc. but there are pros and cons to each.He said the more you try and "stealth a tower," the less the loading capabilities.Voice Stream is calling for a structure of 120' to 150'.He said that every carrier's coverage characteristics are different.
Mr. Pennypacker asked that Mr. Ameen be provided with a copy of the agreement with SBA.
