Work could take up to six weeks, Mayor Dale Heathman said."We'd like to go ahead and get this project completed," he said.Officials originally had thought the sidewalks could cost about $80,000.The town received $40,000 for each of the past two years in state development grants.About $9,200 was spent on planning and surveys, Heathman said.Heathman said the company could build Montverde's sidewalks once it is finished in Astatula. The cost: $118,000.

"They say this is the first time it's been this intense," Mayor Dale Heathman said.Heathman had said he did not want help from the council if he were elected. But shortly after he was sworn into office at the Tuesday meeting, Councilman Robert Tomlinson tried to appoint Miles to assist with the mayoral duties."He is not up to speed with what has happened in this town in the last year and all of the things that are here," Tomlinson said, referring to Heathman."He needs help."Heathman refused the offer."I'm here to do a job.You all don't want to even give me the opportunity to do it," he told the council.Heathman, however, said the council did not properly organize the quick meeting. So he did not attend and did not unlock the building."Dale Heathman did not give us the courtesy to open Town Hall," Miles said.Miles said the council voted 3-0 to override Heathman and reinstate Morgan.Underlying that issue is divided council support for Heathman and Berry.

MONTVERDE -- Mayor Dale Heathman and several Town Council members are locked in another standoff over the town's charter -- this time stemming from a disagreement dismissing fire Chief Lawrence MacPhee. But Heathman refuses to fire MacPhee, arguing that only the mayor can hire and fire employees under Montverde's charter.Heathman said certain fire-department purchases had not been adequately budgeted last year.Heathman said, however, that he did not realize that those non-budgeted purchases should have been brought before the council for approval."The council needs to be looking at me and not the chief," Heathman said.Heathman said Montverde's charter gives him the ability to hire and fire employees. But several council members say they have ultimate control because the charter also states "the mayor will perform all administrative duties necessary under the direction of the council and as provided by law."The same type of dispute erupted last year, when several council members argued against Heathman's firing of former town clerk Nelda Morgan, who provided campaign support for Heathman's political opponent and former Mayor Steve Berry while she worked at Town Hall. The mayor and council eventually dropped the dispute. But the truce did not last long -- Heathman later hired former council member Wayne Nichols to fill the clerk's job.Meanwhile, Heathman said he has considered asking a circuit court judge to interpret the charter and possibly resolve his dispute with the council.
