Costas Cartalis is President of the Institute of Strategic andDevelopment Studies (ISTAME) - Andreas Papandreou. He is an Associate Professor at the University of Athens and a visiting professor at the University of Thessaloniki.
Mr. Cartalis has served as the General Secretary for the Olympic Games at the Ministry of Culture for the period 2000-2004. For his services with respect to the Olympic Games of Athens, he has been awarded with the Olympic order by the International Olympic Committee and with the metal of the city of Athens. He has previously served as advisor to the Municipality of Athens, the Ministry of Environment and Public Works and the Ministry of the Aegean. He is a member of the Scientific Committee of the European Environment
Agency. He has also served as member of the Management Board of the International Oympic Academy, member of the Management Board of the European Environment Agency and the Center for Earth Observation and of a number of other management boards and committees within the European Union and the OECD. Born in 1962 (Lagos, Nigeria), he completed his undergraduate studies at the University of Athens (B.S. in Physics) and pursued his graduate studies at the University of Michigan, Ann Arbor, completing Masters Degree in Atmospheric Physics, Masters Degree in Aerospace Engineering and PhD in Environmental Physics with emphasis in satellite remote

Work on the arena began only nine months ago and is supposed to be completed, like the marathon route, in late June, said Costas Cartalis, the Greek government's special secretary for the Olympics.
"It's a tight project," he said."It needs very careful attention."
And if some unpreventable delay occurred?What then?
Mr. Cartalis simply smiled, then explained that response by saying, "I smile because I don't have any other option."
"You have to minimize risks," he said, "and you have to be lucky."

Professor Costas Cartalis, appointed to his Olympics post in 1999 by Sunday's electoral loser, PASOK, resigned yesterday.
The country's general secretary for this summer's Olympics, Professor Costas Cartalis, resigned from his post yesterday despite being asked to stay on by Prime Minister Costas Karamanlis.
Cartalis was appointed to his post by the PASOK party, last Sunday's loser in the national elections, while in power in 1999.
The resignation came as a surprise amid the outgoing party's pledges of support for the newly elected conservative New Democracy party in the final runup to this summer's Athens Olympic Games.
Besides his appointment for the high-level Olympics job, Cartalis had, in the past, also served as a chief adviser at the Culture Ministry under three former ministers, Elissavet Papazoe, Theodoros Pangalos, and, most recently, Evangelos Venizelos, who lost his post following PASOK's electoral defeat last Sunday.
