Cort Tanner, a criminal justice professor at Cisco College, said the Uniform Crime Reports are often used to determine which cities receive funding for programs when national or statewide analyses of data indicate spikes in crime.
He pointed to a state program a few years ago that dedicated resources to the Texas border when UCR information indicated crimes relating to drug trafficking were on the rise.
