Colene Byrne, PhD is a CITL Senior Analyst, where she researches and develops value models around specific health information technologies (IT). Most recently she has been serving as lead analyst on several IT value assessment, benchmarking, and evaluation studies for the Veterans Health Administration (VHA). Dr. Byrne has over 20 years of healthcare evaluation, outcomes and policy research experience in the private sector and government, with and has successfully written and managed several large research grants. She received a Ph.D. in Information Science from SUNY at Albany, where she also held a faculty appointment. Dr. Byrne is an Instructor of Medicine in the Harvard Medical School. Her research experience and interests include quality and outcomes measurement research, and health IT adoption, evaluation, and related metrics.

"While the VA historically has spent a higher proportion of its budget on health IT, it has achieved a very high level of HIT adoption when compared to industry norms," said Dr. Colene Byrne, CITL Senior Analyst, and Principal Investigator of the study. Dr. Byrne added, "The VHA greatly exceeds industry norms in outpatient electronic health record (EHR) adoption and in selected outpatient quality measures that are reflective of the use of automated clinical reminders.
Dr. Byrne explained: "We modeled the costs and impacts of four VistA applications that were nationally adopted and supported by the VA and for which there was strong evidence of benefit, including the VA's EHR - the Computerized Patient Record System (CPRS) - which includes computerized provider order entry of medications and tests and decision support.

Dr. Colene Byrne has more than 20 years of experience in health research and with particular expertise in the evaluation of health IT. Dr. Byrne has expertise in developing health information exchange (HIE) performance metrics and has served as the evaluation lead for an HIE evaluation of the Virtual Lifetime Electronic Record Health Initiative in 11 pilot communities for the U.S. Department of Veterans Affairs (VA). Dr. Byrne was part of the team at the Center for IT Leadership, which modeled and benchmarked the value of the VA's investment in health IT. Dr. Byrne completed a technical report for the Office of the National Coordinator for Health IT (ONC) examining the key lessons in implementing and effectively using computer-based clinical decision support, and has published in Health Affairs and other journals.
In earlier work as a long-term care outcomes researcher, Dr. Byrne managed and oversaw the evaluation of an Agency for Healthcare Research and Quality-funded grant to evaluate a computerized risk assessment tool in nursing homes. She is an Instructor in Medicine at Harvard Medical School and previously held appointments as lecturer with the State University of New York's Master of Business Administration IT Management Program and the School of Public Health.
