Born and raised Bell Countian graduated from Pineville High School and later Lincoln Memorial University with a bachelor's degree in Business and Accounting.
Slusher has owned and operated several businesses in Bell and Knox counties including several video stores and a furniture store.
In 2006, Slusher was elected Bell County Circuit Court Clerk, making him the youngest ever elected in the history of Kentucky at the age of 23.
Slusher resides in Pineville Kentucky and continues to be involved in the region.
Slusher serves on the Pineville Kiwanis Club/ Past President, is on the Bell County Literacy Council, is on the Board of Directors for the Cumberland River Comprehensive Care Center, is a member of the Kentucky Association of Circuit Court Clerks, is the 2010 chairperson for the Kentucky Mountain Laurel Festival, and is an active member of the West Pineville Baptist Church.

Slusher's son, Colby Slusher, is the circuit court clerk of Bell County and is married to the daughter of Knox County Magistrate Giulio Cima, who, according to Curtis and Clark, was one of two principals involved in the removal of Smith's father, Preston Smith, as Knox County jailer in 2003.
At the hearing, Smith alleged Colby Slusher was elected Bell circuit clerk "due to some sort of election abuse and an ongoing federal investigation involving election abuse," when "clearly, no such charges of any such nature have been acted upon by anyone against Colby Slusher."
Also, Curtis and Clark argue, their clients would never have been charged in the case if not for Smith's "vendetta" against Slusher
Additionally, Fields is charged with obstruction of justice for allegedly lying to the grand jury, Robert Harris is charged with making false statements to a federal law enforcement agency and Slusher
