Cllr Phil Davies - Non Executive Director
Cllr Phil Davies - Non Executive Director Cllr Phil Davies may be a familiar face to many as Labour Leader of Wirral Council. Phil was first elected as a Councillor in 1991 and represents Birkenhead and Tranmere ward. Phil took over as Leader of the Labour Group in May 2012. Cllr Davies is also a non-executive director of the Wirral Multicultural Organisation ad Mersey Maritime, and is a trustee of Wirral Food Bank. He represents Wirral as a Board Member of the Liverpool City Region Local Enterprise Partnership and is Chair of the Liverpool City Region Combined Authority.

Cllr Phil Davies
Cllr Phil Davies is the Labour Leader of Wirral Council and has wide experience in the field of politics and of public policy. Following a degree in Politics at Warwick University, Cllr Davies spent four years as a Research Fellow at Strathclyde researching Trends in Public Expenditure between 1945 and 1994 for his PHD in public policy. He co-authored a book on Inheritance in Public Policy which was published in 1994 by Yale University Press. He worked for Wirral Council in the late 80s as Head of the Research Unit in the Economic Regeneration and Planning department and then moved to Liverpool where he spent 11 years as a Senior Policy Officer in the Central Policy Unit. Since 2001 he has worked full time as a Councillor at the Metropolitan Borough of Wirral, Chairing the Economic Regeneration Committee for five years and then as the Cabinet Member for Children's Services between 2000 and 2009 and deputy Leader of the Labour Group and then the Council until 2012, when he took over as Leader. Cllr Davies is a non executive director of Wirral PCT. He is also a non executive director of Wirral's Multi-Cultural Society and a trustee of the recently formed Wirral Food Bank set up to deliver emergency supplies of food to those who need it most. In the past he was a non executive director of the Mersey Partnership for 12 years, the Merseyside representative on the ERDF Programme Monitoring Committee for three years and Chair of the Merseyside ERDF phasing in committee. He was also a governor of Wirral Metropolitan College for 9 years
